Dunn County Sheriff Dennis Smith is releasing the following information pursuant to Wisconsin State Statute 301.46(2m) which authorizes law enforcement agencies to inform the public of a sex offender’s moving or movement into the County; in the discretion of the agency, the release of information will enhance public safety, awareness and protection. The individual who appears on this notification has been convicted of sex offenses. Further, his criminal history places him in a classification level, which reflects the potential to re-offend. This notification is not intended to increase fear; rather, it is our belief that an informed public is a safer public.
Lucas J. Brackin is being released from prison on February 17, 2015 and will be residing with his family located at E4743 1010th Ave Wheeler, WI. He has been convicted of 1st & 2nd Degree Sexual Assault of a child. He is on a lifetime global positioning system monitoring program and will be intensely supervised by the Department of Corrections. Brackin has served the incarceration sentence imposed on him by the courts. He is NOT wanted by the police at this time. He is a white male about 5’10”, weighing 170 lbs., and has brown hair and brown eyes.
Sex offenders have always lived in our communities; but it was not until Act 440 was enacted that law enforcement is able to share this information with the community. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will NOT be tolerated. As of the date of this bulletin, there are over 21,000 sex offenders who have registered as required in the State of Wisconsin. There are over 5,000 sex offenders on probation or parole throughout the State.
