Village talks about Anderson Hill Covenants

BOYCEVILLE — One of the agenda items at the work session of the Boyceville Village board Monday evening was to discuss the development planned for Anderson Hill sub-division.
Village President Luke Montgomery had invited property owners now at Anderson Hill to discuss the Covenants and Restrictions that are part of the rules for that sub-division.
Montgomery told the group of eight property owners that attended the meeting that the enforcement of the Covenants is a civil matter and it is up to the property owners to see that the items contained in the Covenant are upheld.
“We need to increase our tax base.” Montgomery informed those at the meeting and said the development of those 17 lots would need village funds of somewhere around $700,000. “That development could increase the village’s valuation and reduce the mill rate,” he said.
Montgomery told those in attendance that the village is moving ahead with the development of the Sykora addition at Anderson Hill and that would add some 17 new lots to that sub-division. Addressing the Covenants, Montgomery told the group that; “owners at Anderson Hill will have to re-write the Covenants,” noting that the Covenants that that was created back in 2005 will expire next August. But it can be renewed for another ten years.
The Village President went on to say that in order for the village to sell any of the new lots in the Sykora sub-division the buyer would have to be aware of the terms of the Covenants.
It would be up to the property owners to stand the cost of re-doing the Covenants. During the discussion on the matter, one of the property owners noted that the Covenants states that one person can only buy one lot, but the village sold three lots to one person.
The village would like to get moving on this project and needs input about the Covenants and Montgomery asked the property owners, “Give us an idea where you are headed.”
