Commercial vehicles crash on Interstate 94 at milepost 28

The crash occurred at approximately 7:10 a.m. on September 14. At 8:41, all involved vehicles were removed and all lanes of Interstate 94 were open. Below is a brief summary of what is know at this point of the investigation.
Wisconsin State Patrol units responded to a two commercial motor vehicle crash on I-94 near milepost 28. Crash investigation and Traffic Management Center video determined vehicle two was slowing to a stop in lane two due to a traffic backup related to a lane closure in the construction zone near milepost 26.
The driver of the first vehicle traveling westbound at highway speeds appeared to be watching a video on his cell phone and failed to slow for vehicle two. The driver of the first vehicle stated he saw the second vehicle stopped in lane two just before striking the vehicle and attempted to swerve toward the median to avoid the stopped unit. The first vehicle struck the left rear corner of the second vehicles’s trailer causing the first vehicle to cross lane one and enter the median before coming to rest partially in lane one of eastbound traffic. The driver of the first vehicle was transported to Western Wisconsin Health for minor injuries and released. The first vehicle was removed by Day & Nite Towing. The second vehicle was driveable and escorted off the interstate to Day & Nite’s lot. All units cleared the interstate and all lanes were re-opened. Post crash investigations are being completed.
