Citizen concerned about Downspouts at new municipality building

GLENWOOD CITY—Downspouts have been the topic of discussion at a couple of regular City Council meetings including the March meeting of the council.
At one of the first meetings of the council in the new building the item about how the downspouts were allowing water to run over the sidewalks onto the parking lot was discussed. And, at the March meeting of the council that item was also discussed and council member Kent Kletscher was questioning who was to blame for the problem and it was learned that a fix could cost the city $30,000. In the meantime a lady walking across the parking lot to a meeting fell on the water covered ice and was injured.
At the April Council meeting an email letter from Betsy Schug to the council addressing that issue and questioning who was responsible. Part of her letter of April 18th follows:
“One of my question pertains to last month’s meeting. Councilperson Kent asked who is responsible for the oversight in the installation of the downspouts to prevent the flow of water over the sidewalks. The representative from Cedar Corp said the blame should be placed on Derrick Construction. I’ll be the first to admit that I don’t know all the ins and outs of construction, but I would have thought that the main fault lies with the designer of the blueprint. Correct me if I’m wrong, but isn’t Derrick’s job as the construction company to implement the blueprint and make possible suggestions where there may be deficiencies or possible improvements? Who within the city was the liaison working with Derrick and Cedar Corp to provide oversight to ensure the best designs/suggestions concerns were addressed?
“Which brings me to my next concern. With the possibility of having to pay an additional $30,000 to address this oversight, is there enough money in the General Fund to cover that or is there a contingency fund set aside for things like this? After buying a high tech sign, laptops, dog park, and the potential of adding batting cages to the park as well as the extra work needed for the volleyball court upkeep, do we have enough to cover everything?”
Because the downspout issue was not an agenda item the council could not address the issue and they moved onto other items. The council heard the Library Directors report that showed the number of people that use the library and that 959 people walked in to the library in March and she told the council that they are having electrical problems with the lights in the library and that they just go out.
In other action of the council meeting of April 18th where they elected Austin Sandow as the new council president and appointed the Tribune Press Reporter as the city’s official newspaper.
To fill a vacant seat on the city council, the council is asking anyone that is interested in serving on the council to send in a letter of interest before Friday, May 12.
Approved the Civil War program hosted by the Library on May 13 that will have a civil war cannon in action on city property south of the city.
Approved batting cages at Hinman Park being funded with donations. Council approved a $2,000 donation for Summer Rec. The Council approved a temporary Class “B” license application for the St. Croix County Fair for July 19 thru July 23.
