MENOMONIE — While budget carry-forwards and budget adjustments are routine for the Dunn County Board, carry-forwards of $5.1 million for 2022 include a number of grants for county departments as well as leftover funds and donations.
The Dunn County Board approved the 2022 budget carry-forwards at the March 15 meeting.
The carry-forward amount will increase the budget by $5,127,263 and will reduce the current year’s tax levy by $7,443.
Here is a summary of some of the carry-forwards.
• Human Resources — carry-forward of $24,257 for county-wide training programs to enhance leadership skills of supervisory staff. The program will focus on communication, coaching, feedback, conflict resolution and performance management.
• Health Insurance Fund — carry-forward of unused money in the amount of $51,599 for county employee wellness initiatives.
• CJC Division — carry-forward of $147,678 in remaining grant funds for Law Enforcement Deflection and $98,342 in remaining grant funds for Treatment in Jail that will include a medication-assisted treatment program and evidence-based treatment services for incarcerated jail inmates with re-entry support into the community.
• Information Technology — carry-forward of $43,068 for statutory land records modernization use as per Wisconsin statutes; $26,233 for network switch replacement; $16,105 for department cost allocation for 2022 and $135,955 for 2021 computer replacement costs.
• Department of Administration Capital Projects — carry-forward of $427,491 to replace the EMS towers and simulcast system on the Dunn County Fire/EMS frequency. The project from 2019 may include the construction of the tower in northern Dunn County.
• County Clerk — carry-forward of $8,974 to purchase electronic pool Badger Books for use in county elections. The Badger Book is the only electronic poll book authorized for use in Wisconsin.
• Emergency Communications: carry-forward of $309,260, including $78,000 for the purchase and installation of the WISCOM radio project budgeted in 2019 but that still needs to be completed, and $218,000 for a law enforcement radio repeater replacement at three different sites. The total includes a donation of $13,260 from Dunn Energy for replacing the back-up power system at the 911 center.
• Sheriff’s Department — carry-forward of $79,970, including $8,461 in unused donations for the K-9 program and $3,450 of unused donations for the first responders, as well as $68,059 in unspent Law Enforcement Grant money on contractual and consulting services for the sheriff’s patrol.
• Extension — carry-forward of $8,110 to cover leave balance payout for a support specialist position whose last day was December 30, 2022. The payout was processed in January of 2023.
• External Organizations — carry-forward of $9,000 to complete the Explore Dunn County website and maintenance for rural tourism not completed in 2022.
• Public Health — carry-forward of $306,808 in grants and donations, including a tax levy reduction of $43,494 for wage benefits due to grant increases in 2022; donation of $4,634 for the reproductive health program to cover clinic supplies; a reproductive health grant of $12,619; communicable disease grants of $333,049 to cover contractual expenses, operating and medical expenses and wages.
• Environmental Services (Land and Water) — carry-forward of $225,075, including $32,232 in remaining funds from the Department of Agriculture, Trade and Consumer Protection to complete conservation projects unable to be completed in 2022; and remaining DATCP and state Department of Natural Resources Funds for nutrient management plans, pollinator habitat projects, re-route and one new snowmobile bridge, unfinished conservation projects in the Red Cedar Watershed, uncompleted project to repair the access road and crossing to Dunn County Island in anticipation of a planned timber sale; $10,406 from municipalities to reduce phosphorus in the Red Cedar and Lower Chippewa Basins; $28,000 to replace the 2006 Dodge Durango that could not previously be replaced due to unavailability of vehicles at dealerships.
• Human Services — carry-forward of $11,020, including $520 in private donations; $2,500 in donations toward the Breakfast for the Brain activities set up through the Aging and Disability Resource Center; $8,000 to purchase and install video equipment for the forensic interview room/counseling/therapy room and purchase a conference table, chairs, interview chairs and supplies.
• Neighbors of Dunn County — carry-forward of $68,263, including donations through fundraising and donors to purchase the NDC bus for resident transportation and activities; $13,263 in leftover funds to be used toward purchase of the bus.
• Facilities — carry-forward $877,780, including $300,000 for replacement of the HVAC management system and $250,000 for the emergency generator at the judicial center; $327,780 in remaining funds from savings on the Government Center abatement project.
• Highway Department — carry-forward $602,383 for county construction project on County Highways Q and W for projects postponed until 2023.
• Transit — carry-forward of $607,733 to purchase three electric buses, including a wall box and dual chargers budgeted in 2022.
• CJC Division — 2023 budget adjustment for a $166,577 grant from Wisconsin Department of Justice Treatment Alternatives and Diversion grant funds to support the Dunn County Treatment Opportunity Program and pre-trial assessment protocol developed by the Dunn County Criminal Justice Collaborating Council.
• Sheriff’s Department — 2023 budget adjustment of $9,000 for a grant received by the sheriff’s department for body cameras, and a Rotary Club grant to purchase four fire suppression units.
• Environmental Services (Land and Water) — 2023 budget adjustment of $988,341 for multi-discharge variance funds for DNR programs; snowmobile trail aid grant; $796,150 of DNR funds for Notice of Discharge Program grant for best management practices to address discharge from stored manure and feed into the state’s water; $174,652 for American Rescue Plan Act (ARPA) funds allocated by the county board for well-monitoring programs.
• Facilities — 2023 budget adjustment of $5,000 for a check received by the facilities and parks department from the Sunrise Rotary Club of Menomonie for repair at Caddie Woodlawn Park.
• Highway — 2023 budget adjustment of a negative $223,714. The 2023 budget included expenses and revenue based on the Wisconsin Department of Transportation Routine Maintenance Agreement, but in November of 2022 WisDOT provided the 2023 Routine Maintenance Agreement, which resulted in a decrease of $223,714 from the 2022 agreement.
A separate resolution included additional budget adjustments for grants in the 2023 budget, and the budget adjustments have no impact on the current year’s tax levy.
• Department of Health — $44,500 total; $10,000 in a state grant for TB testing for Ukraine refugees; $12,500 for a local grant for NEHA; $12,500 for a state grant for water testing on child care facilities; $10,000 grant from the Northwoods Coalition.
• Human Services Department — including state grant of $39,840; $21,000 state grant for the kinship program; $25,799 state grant for the mentoring program; $62,948 state grant for foster care administration.
• Information Technology (Land Information) — state grants of $20,000 (strategic); $11,366 (base); $23,579 (new grant).
