MENOMONIE — The Dunn County Board has reviewed a preliminary draft budget for 2021 of $88.6 million, which represents an increase of nearly $5 million over the adopted 2020 budget.
The tax levy on the draft budget is $23.2 million while the levy limit set by the state is expected to be a little over $22 million, said Keith Strey, chief financial officer, at the Dunn County Board’s July 29 meeting.
The projected levy on the draft budget is $1.1 million more than the levy limit, and adjustments will be required to reduce the levy so it aligns with the levy limit, he said.
All together, $1.6 million in fund balance has been applied to the draft budget, along with $3.2 million in borrowing, Strey said.
Capital requests for 2021 amount to $9.2 million, he said.
In addition to $3.2 million of borrowing, the capital requests will be funded by $159,000 from the tax levy, $158,000 from the vehicle registration fees, $50,000 from jail assessment, $1.4 million in fund balance, $3.5 million from combined highway funding and $750,000 from grants/local share, according to information Strey provided to county board members.
The standing committees will review the budgets in August, and Strey said that he and Paul Miller, county manager, will plan to attend the committee meetings.
Strey and Miller will present the recommended balanced budget to the executive committee in September.
The Dunn County Board of Supervisors does not meet in August.

Capital projects
Here are some of the capital projects and equipment requests for 2021:
• County-wide technology per replacement schedule (computers, monitors, printers) — $399,876.
• Clerk of courts (hearing room upgrade; Branch 3 and 4 upgrades; courtroom electrical wiring; videoconferencing system; third judge and staff furniture) — $196,000.
• Surveyor (online access to survey records and replace 2006 Chevy Colorado) — $38,500.
• Planning and zoning (convert zoning and sanitation records to electronic format) — $25,000.
• Solid waste and recycling (loader, Skid Steer, and forklift for the transfer station) — $152,000.
• Facilities (replace roof and parking lot at judicial center; bike path from Community Services Building to the judicial center) — $2.09 million.
• Menomin Park restroom — $100,000.
• Highway (equipment and machinery replacement) — $1.35 million
• Highway shop roof replacement — $230,000.
• Highway road and bridge projects — $3.5 million.
• Transit (equipment upgrades and solar array) — $750,000.
