COLFAX — The 2023 Colfax Solid Waste and Recycling budget is $353,132, which includes revenue and expenses for both the Colfax collection site and the Elk Mound collection site.
The Colfax Village Board reviewed the budget for 2023 at the December 8 budget meeting.
The state Department of Natural Resources requires all municipalities to be a Responsible Unit for recycling or to join another Responsible Unit.
The Village of Colfax is the RU for Colfax Solid Waste and Recycling and member municipalities include the Village of Colfax and the Towns of Colfax, Grant, Otter Creek, Tainter and Wilson on the Colfax side of the RU, and the Village of Elk Mound and the Towns of Elk Mound and Spring Brook on the Elk Mound side of the RU.
The solid waste and recycling budget for the Colfax collection site for 2023 is $177,700 and for the Elk Mound collection site is $175,432, for the combined total of $353,132.
The 2023 budget includes a Clean Sweep collection of household hazardous materials for the Colfax site at a cost of $9,000 and a cost of $6,000 for the Elk Mound site.
The Village of Colfax has received a Clean Sweep grant from the DNR.
The revenue from tire disposal at the Colfax site is expected to be $3,200 and $2,000 at the Elk Mound site.
The revenue from oil filters, antifreeze and used oil disposal is expected to be $5,800 for the Colfax site and $5,500 for the Elk Mound site.
Revenue from the sale of recyclables is expected to be $5,833 for the Colfax site and $6,292 for the Elk Mound site.
Expenses
The total of combined expenses of $353,132 for the Colfax and the Elk Mound sites includes:
• $7,000 for each site for salaries and wages (non-site workers).
• $2,000 for each site for consulting and professional services.
• $3,500 for each site for administrative and educational services.
• $2,000 for the Colfax site for utilities and $1,600 for the Elk Mound site.
• $3,000 for each site for purchased repairs and maintenance.
• $1,500 for educational material for the Colfax site and $1,000 for the Elk Mound site. The DNR requires the RU to do a certain amount of education for the general public about recycling.
• $3,000 for printing permits for the Colfax site and $2,000 for permits for the Elk Mound site.
• $33,000 in purchased services for each site.
• $7,000 for plowing, sanding, loading and packing yard waste for the Colfax site and $6,680 for the Elk Mound site.
• $2,000 for brush grinding and yard waste removal for the Colfax site and $7,000 for the Elk Mound site.
• $30,000 for hauling recyclables for each site.
• $60,000 for each site for hauling solid waste.
• $3,200 in tire disposal for the Colfax site and $2,000 for the Elk Mound site.
• $5,800 for electronics and bulb recycling for the Colfax site and $5,500 for the Elk Mound site.
• $500 for each site for oil filters, antifreeze and used oil disposal.
• $300 for office supplies for the Colfax site and $200 for the Elk Mound site.
• $200 for subscriptions and dues for each site.
• $500 for employee travel and training for each site.
• $1,150 for operating supplies and expenses for the Colfax site and $1,100 for the Elk Mound site.
• $300 for repair and maintenance supplies for each site.
• $1,500 for insurance for each site.
• $250 in depreciation for each site.
• $1,000 for hourly equipment use charges for the Colfax site and $600 for the Elk Mound site.
Per capita
The Colfax RU charges a per capita fee to the member municipalities for a total of $177,700 for the Colfax site and $175,432 for the Elk Mound site.
The total estimated per capita is as follows:
• $32,475 for the Village of Colfax with a population of 1,191.
• $33,974 for the Town of Colfax with a population of 1,246.
• $10,688 for the Town of Grant with a population of 392.
• $14,206 for the Town of Otter Creek with a population of 521.
• $72,503 for the Town of Tainter with a population of 2,659.
• $13,851 for the Town of Wilson with a population of 508.
• $37,499 for the Village of Elk Mound with a population of 982.
• $72,708 for the Town of Elk Mound with a population of 1,904.
• $65,233 for the Town of Spring Brook with a population of 1,708.
The per capita approved by the Colfax Solid Waste and Recycling Committee, which includes representatives for each of the municipalities, was $28.06 for the Colfax side of the RU and $40.32 for the Elk Mound side of the RU.
The pro rata calculation for the per capita to reach $177,700 for the Colfax side of the RU is $27.27, and to reach $175,432 for the Elk Mound side of the RU, the per capita is $38.19.
