EM Village Board approves developer agreement

ELK MOUND – On July 19, village trustees in Elk Mound unanimously approved a developer agreement for Settlers Ridge. The agreement included that developer Jim Rooney would build the necessary infrastructure for the development. Rooney was present at the meeting, and informed the Board he sees the cement pads for the first multifamily units being completed by the end of September, and work on roads starting two weeks later. Rooney estimated the first apartments will be ready for occupation by June 1, 2022. Trustee Terry Stamm explained the Plan Commission recommended the plat to the Board for approval contingent upon the Board’s decision on the developer agreement .
With that agenda item settled, the Board moved on to the citizens forum, during which John Chisholm expressed his gratitude to the village on behalf of the local youth baseball teams; Chisholm thanked the Board for opening the Village Park to use for the summer. He also thanked the local Lions Club for providing a brat and hotdog sale at a recent youth baseball tournament.
The Board then addressed the general fund and water/sewer utility vouchers. There were no Tax Increment District vouchers in need of approval, so the Board moved on to building permits, of which there was one for Cheryl Bielke, South 221 Holly Ave., for a fence.
Next, Mark Levra reported on the public works department, and indicated a recent DNR report listed no significant deficiencies in the village water system.
Police Chief Chad Weinberger reported June calls for service were spread out all over the village. There was also one day where Weinberger and the police department averaged one traffic stop every 41 minutes. Weinberger presented information indicating many traffic stops resulted in citations.
Levra took the floor again briefly to report public works continues to trim trees and other things around signs and right-of-way in the village.
There were no reports on meetings from standing committees, which led the Board to reports by representatives to the Fire Board and Colfax Rescue Squad. The fire board representative reported the Elk Mound Community Fire Department responded to seven calls in June. The rescue squad representative reported Colfax responded to 11 calls in the village of Elk Mound last month.
The final item of business before the Board was action on an operator license application for Nicole Kilboten of the Pourhouse. The police chief reported nothing of concern in the background check for the application; the license received unanimous approval.
The next meeting of the Elk Mound Village Board is scheduled for 6 p.m. on August 2.
