ELK MOUND — The January 4 meeting of the Elk Mound Board of Trustees opened with an executive session, which lasted nearly an hour. For the second time in less than a month, President Steven Abraham announced the board declined to take action on a second tax increment district for the village. Abraham was contacted via email after the meeting and asked about the necessity of a second tax increment district, there was no response prior to this writing. There were no public appearances, and no one was present for a citizens forum.

Unfinished business

Terry Stamm explained village attorney Jason Brasch had examined the termination of a lease agreement sent by Dunn County Solid Waste and Recycling for the Elk Mound collection site. Brasch found nothing concerning in the document, and so the trustees approved Abraham signing the document to terminate the lease agreement between the village and the County regarding the site.

New business

Stamm also brought an agreement to the Board for the purchase of the collection site equipment and infrastructure. The Board unanimously approved the agreement for Abraham’s signature.

There was also discussion amending an agreement with the village of Colfax, to designate the village of Colfax as a responsible unit for recycling at the waste site; this amendment was approved.

The Board agreed to the Dunn County hazard mitigation plan resolution 21-1.

Mark Levra explained the possibilities for a new video conferencing setup for the village conference room. This would include a television, sound equipment, and computers. Right now, board members and village employees are using personal business equipment and program accounts. The new equipment would streamline the process for saving recorded meetings to the village server. Abraham called for a motion to approve the new technology set up, and specified that it stay under $2,200 in cost.

The next village board meeting is currently scheduled for 6 p.m. on January 18, 2021.
