MENOMONIE — The Menomonie City Council has contracted for engineering services with Cedar Corporation in the amount of $19,500 to proceed with the second phase of the ConAgra water main repair.
The contract represents a service agreement for phase two of the repair of the water man break that happened in February, said Eric Atkinson, city administrator, at the Menomonie City Council’s April 7 meeting.
The break in the 12-inch water main on February 24 dumped between 500,000 and 600,000 gallons of water in about an hour.
The 12-inch water main is the main line to north and south Menomonie. The water main is located in the vacated section of Third Avenue West between Fourth Street West and River Road, and eventually it goes under the river.
Phase I involved installing several gate valves to allow isolation of a smaller section of the water main and to restore water service to ConAgra. Phase II will replace the broken section of water main.
Ryland Erdman, city council member representing Ward 10, noted that the cost of $19,500 seemed rather high for only design services.
The contract for $19,500 is for the design phase and for the construction phase and includes bidding the project, staking and inspection services as well as obtaining utility easements and the necessary permits from the Wisconsin Department of Natural Resources, said Kevin Oium with Cedar Corporation.
The contract includes providing an engineer on-site full-time during the construction phase, he said.
The topographic survey and finalizing the design is expected to be finished in April, with bidding of the project in May, the start of construction in June, and construction completion in July or August, according to information included in the city council packet.
The Menomonie City Council unanimously approved the contract with Cedar Corporation for phase two of the ConAgra water main repair.
Events
In additional business at the April 7 meeting, the Menomonie City Council approved special event permits contingent upon receiving certificates of insurance for the Mustang Stampede Softball Tournament, the Mabel Tainter’s Community Celebration Concert, the Menomin Meander Bike Ride, and the Horseless Carriage Club of America’s 67th Annual Midwest Tour Car Show.
The Mustang Stampede Youth Softball Tournament will be held at Wakanda Park June 13 through June 15.
The softball tournament will include concessions, a beer trailer, a raffle table and a t-shirt vendor.
The Mabel’s Community Celebration is scheduled for June 14 from 2 p.m. to 10 p.m. and will include music on stage and stage seating on Second Street East, along with food trucks, picnic tables and a bar.
The total number of anticipated attendees is 1,500.
The Menomonie Optimist Club will be holding the Menomin Meander Bike Ride the morning of August 9.
The total number of anticipated attendees is 60.
The Sioux Falls Regional Group of the Horseless Carriage Club of America will hold the 67th Annual Midwest Tour on the morning of September 11.
Approximately 30 antique cars will be part of the car show set up on Second Street East from Main Street East to Sixth Avenue East.
Of the four events, the Horseless Carriage Club antique car show is a new event, Atkinson noted.
The Horseless Carriage Club held an antique car show in Menomonie five or six years ago, said Mayor Randy Knaack.
Other business
In other business, the Menomonie City Council:
• Approved the mayor’s appointments of Dave Pellet and Martha Stratton to the Police and Fire Commission. Pellet is appointed to complete the remaining year of Dorian Spielman’s term. Stratton is appointed to a five-year term. Pellet worked as a patrol officer and investigator for the Menomonie Police Department for more than 30 years and has been retired for 11 years. Stratton is a Menomonie native who worked for the Wisconsin National Guard and the Minnesota National Guard in human resources and finance functions. She was deployed to Kosovo in 2003 and 2004.
• Approved a water utility intra-fund transfer for the water supply service area plan in the amount of $8,700.
• Received a reminder that the 2025 Arbor Day Celebration will be held on Friday, April 25, beginning at 9:30 a.m. at the Dunn County Historical Society. The event will include a presentation on the history and importance of Arbor Day; recognition of Menomonie as Tree City USA and Bird City Wisconsin; presentations from local environmental leaders; a review of recent efforts by the Dunn County Historical Society; and a tree planting ceremony with city staff.
• Received a reminder that an electronics recycling event will be held at the Dunn County Rec Park on Thursday, May 1, from noon to 6 p.m.
• Approved a temporary Class “B” beer license for Menomonie Jr. Mustangs Softball for the Mustang Youth Softball Tournament at Wakanda Park June 13 through June 15.
