Elk Mound plan commission approves extraterritorial certified survey map application

ELK MOUND — The Elk Mound Plan Commission unanimously approved a certified survey map and plan presented by John Her at the August 24 meeting.
Mr. Her resides in the Town of Elk Mound and is looking at breaking a lot he owns into two parcels. Of the 15 acres that were surveyed, Her plans to keep five acres behind his house and sell the 10 acres directly to the south of him.
Plan commission clerk Pat Hahn explained that Her’s survey submission has already been approved by Dunn County, pending changes to some of the abbreviations used by the surveyor. He was not sure if it had already been approved by the Elk Mound Town Board.
“The county has asked that the abbreviations be spelled out on the document,” Hahn said of Dunn County’s requested changes.
Though Her is not a resident of the village, plans regarding the land he owns must be cleared by the village board in addition to the town board due to Elk Mound’s strategic land use plan.
Small Growth Comprehensive Land Use Plans have been developed by small communities across Wisconsin. These plans were required to be developed and approved by January 1, 2010 in order for municipal boards to maintain the ability to make land use decisions.
Municipalities have approval of extra-territorial zoning on the chance that the change in land use may affect the municipality’s public works expenditures. In Elk Mound, land within 1.5 miles of the village is subject to such approvals.
After the unanimous vote, the map was presented to the village board during their regular meeting at 7 p.m.
In addition to Mr. Her’s map, the following was discussed at the meeting:
• Village President Andy Peterson assisted in negotiating a deal to sell the old Bremer Bank building at 116 W Menomonie Street. It has been sold to an insurance salesman previously operating out of an office at Independence State Bank.
• Pat Hahn, village clerk, was contacted by a company in Florida regarding the utilities costs for the house at 300 W. Menomonie Street.
• The former grocery store at the corner of County Highway H and Menomonie Street/U.S. Highway 12 is currently being rented for use as a location for an online auction service.
